6. Next, take one of the 10′ lengths of ribbon and repeat steps 3-5 with this new ribbon, adding 1 balloon for each row until you have used up all 10′. Again, you should now have a garland made up of 9 rows, but this time with 13 balloons in each row.
7. Take one of the 8′ lengths of ribbon and repeat steps 3-5 with this new ribbon, adding 1 balloon for each row until you have used up all 8′. This garland should have 9 rows with 11 balloons in each row when you are finished.
8 Lastly, take one of the 6′ lengths of ribbon and repeat steps 3-5 one last time, again adding 1 balloon for each row until you have used up all 6′. This garland should now have 9 rows as well, but only with 9 balloons in each row.
